STEP ONE – Preheat oven to 350°F. Spray a 9×9 pan and line with parchment paper.
STEP TWO – In a bowl, whisk flour, baking powder, baking soda, and salt. Set aside.
STEP THREE – In a stand mixer, beat butter and sugars until fluffy. Add egg and vanilla, mix until smooth.



STEP FOUR – Add dry ingredients and mix until combined. Stir in chocolate chips and oats.
STEP FIVE – Press dough evenly into the pan.
STEP SIX – Add Oreo cookies in a single layer on top.

1/2 cup (3.5oz, 100g) granulated sugar
