In a mixing bowl, combine flour, cornstarch & salt.

In a separate bowl, cream butter and powdered sugar until light and fluffy.

Add in peppermint extract and beat for 10 seconds.

Gradually add in the flour. Chill for 1 hour. 

In mixing bowl, beat butter and powdered sugar, then add in half and half. 

Roll 1 tbsp. of dough into balls and place 2" apart on cookie sheet. Bake in 350°F oven for 10-12 minutes
